Just start the conversation with something small and all the things that the mod creates can still happen. I'm sorry that I was not able to have any better news. I hope this is something that gets fixed in the game as I am also one that prefers to let me sims make their own decisions from time to time. Which is also why it appears to be the fault of the mod because it stops the idle chat which in actuality it isn't the mod at all. The idle chat makes them chat which gets the conversation going which is why the other interactions appear occasionally which is why when you remove the idle chat nothing seems to happen. So my conclusion to the test, not having autonomy with the mod isn't because of the Personality mod but something in the game since I didn't have the mod in and only stopped the Idle Chat. If I started the conversation they would chat and chat with all sorts of interactions.
I created a bran new game with a new family and left them go and the welcome wagon showed up. There's nothing in there but base game everything. I took everything out of my mod folder and only put in a file to stop the idle chatting.
